Worked example
A 40-person firm runs 6 hours of AI training across 4 cohorts. Employee time costs $10,800. With $5,000 setup and $800 monthly delivery, the first-year total is $25,400, or $635 per employee.

Assumptions and limits
This model is deliberately narrow. It values time and direct cost only. It does not price quality improvement, customer satisfaction, risk reduction or revenue lift, because those need evidence from your own operation.
Adoption is the most common source of error. A system that works in a pilot rarely hits its full share on day one. For planning, assume a ramp and test the conservative case.
The model also ignores integration difficulty. Two systems with the same name can differ enormously in effort. List each integration and its owner before you commit budget.
Finally, the figures are not a quote. They are a planning tool. Use them to frame a conversation, then get a scoped proposal based on your actual systems and workflows.

What should a training budget include?
It should include provider fees, employee attendance time, backfill, secure tool access and follow-through. Ignoring internal time understates the true cost.
Employee time is often the largest line. If a programme uses 40 people for six hours, that is 240 hours of operational capacity before the provider invoice is even opened.
How many cohorts are sensible?
Cohort size should allow discussion, practice and role-specific examples. Very large cohorts reduce interaction quality.
For most teams, 8 to 12 people per cohort is a sensible planning range. If you need larger groups, add facilitators or break the session into smaller practice blocks.
Why use loaded hourly cost?
Loaded cost reflects salary, benefits and overhead. It is the true cost of someone attending training rather than doing their normal work.
Using base salary alone makes the programme look cheaper than it is. For planning, 1.3 to 1.5 times base salary is a reasonable proxy if you do not know the loaded figure.
Should setup be spread over more than one year?
If the programme will run for several years, spreading setup over a longer period is reasonable.
For the first year, keep setup as a single line so the board sees the real initial commitment. Then show the steady-state cost separately.
What if the budget looks too high?
Check whether the hours, cohort count and support model are all necessary. Often the first version is broader than it needs to be.
A narrower pilot with one role group can prove value and build the internal capability needed for a wider rollout.
